1          TITLE

The League shall be called the East Lindsey Cricket League and incorporate the name of the main League sponsor.

2            OBJECTIVES                                              

The League exists to promote cricket to the highest possible standard between member clubs and teams in the district of Lincolnshire known as East Lindsey and its immediate environs.  The League also aims to assist the development of competitive and social relationships between members and with clubs from outside the area.

3.           MEMBERSHIP                                                   

(a)               Membership of the League is limited to twenty teams. Amendment of this limit is only permissible at an Annual General Meeting, the change  requiring a two-thirds majority (rounded down) of clubs in favour.

(b)               Applications for membership of the League must be received by the League Secretary at least 28 days prior to the A.G.M. Admissions to the League are only permissible at the A.G.M. and require the consent of at least two-thirds (rounded down) of clubs.

(c)               Member clubs shall agree to abide by all the rules of the League.  A failure to adhere to any part of the League Constitution or Rules of Play may be penalised as considered appropriate by the League Management Committee.

(d)               A subscription that includes L.C.B. & E.C.B. Affiliation Fees shall be paid by each club to the League Treasurer in full by May 1st each season at a rate to be declared at the previous A.G.M.

(e)               Each club shall purchase the mandatory minimum number (20) of League Handbooks each season, the price to be declared at the A.G.M. (£2 each for 2007)

4.           OFFICERS

  The Officers of the League shall consist of a Chairman, a Vice-Chairman, a Secretary, a Fixture Secretary and a Treasurer to be elected at the A.G.M. in accordance with this Constitution.

5.            MANAGEMENT COMMITTEE                                      

  (a)               The conduct of the League shall be governed by an elected Management Committee comprising the Officers of the League plus the Senior League Umpire and three other members, all of who shall be eligible for re-election without nomination.

(b)               All committee members shall serve a two-year term of office.  Every two years, a Chairman and a Vice-Chairman shall be elected.  If there is no candidate for Chairman, or if the Chairman resigns during a term of office, the serving Vice-Chairman shall automatically become Chairman and a new Vice-Chairman be elected.  All other members of the Committee shall be elected in the intermediate year.

(c)               The Management Committee shall have the power to co-opt, as deemed appropriate, any person, whether connected to the League or not, to serve in an advisory role.  Any such co-opted person shall not be entitled to vote.

(d)               In addition to the power of authority of this Constitution, the Management Committee may exercise all powers and authority and undertake all acts in the furtherance of aims for which the League is established and are not hereby expressly directed.

(e)               The decisions of the Management Committee on all matters affecting the League in any way are final and binding.

(f)                 The quorum for a Management Committee meeting shall be four.

  6.            ANNUAL GENERAL MEETING (A.G.M.)

 

(a) The Annual General Meeting of the League shall be held by the end of November at the latest.  At least fourteen days notice shall be given, in writing, to all league members accompanied by the Agenda and all papers and documents relevant to the business to be transacted.

  (b)       The Agenda shall be:

  (i)            Minutes of Previous A.G.M.

(ii)            Matters Arising

(iii)              Chairman's Report

(iv)            Secretary's Report

(v)            Treasurer's Report

(vi)             Umpiring Report

(vii)              Amendments to Constitution & Rules of Play

(viii)             Elections of Officers

(ix)            Applications for League Membership

(x)            Finance

(xi)           Any Other Business

  (c)       (i) Each club shall send their League Representative to the meeting who shall act as its voting agent. Members of the Umpires’ Panel may be invited to the meeting, but shall have no vote.

            (ii) Attendance at AGMs, EGMs and Captains' Meetings is mandatory, with a fine of £20 for non attendance.

(d)       (i) Each member club shall have one vote at the meeting with the Chairman having a casting vote.  Voting shall be conducted by a show of hands and shall be carried by a simple majority of the clubs present, unless otherwise stated in this Constitution.

            (ii) A club in debt to the League shall not be entitled to vote at an A.G.M. until the debt has been cleared in full.

(e)       The quorum for an A.G.M. shall be 50% (rounded down) of the member clubs within the League.

(f)         No alteration to any part of the Constitution or Rules Of Play shall be made except at an A.G.M. or E.G.M. convened for the purpose. Written notice of any proposed amendment(s) must be received by the League Secretary at least 28 days before the meeting and shall carry the signature of a  club official.

(g)       Any other item of business for consideration at the A.G.M. must also be received by the League Secretary at least 28 days before the meeting and carry the signature of a club official.

  (h)        The structure of the League may not be altered without a two-thirds majority (rounded down) of clubs in favour.

  (i)         The League's financial year shall be deemed to end on September 30th.

7.           EXTRAORDINARY GENERAL MEETING (E.G.M.)

  The League Secretary shall convene an Extraordinary General Meeting at the instruction of the Management Committee or at the written request of four member clubs, each individual club request having been signed by a responsible official.  Only the stated object on the requests shall be considered at such a meeting otherwise the meeting shall be conducted in accordance with the provisions laid down for an A.G.M.

8.            HONORARY PRESIDENT & VICE-PRESIDENTS

Any individual who has given noteworthy and meritorious service to the League and local cricket over a period of years may be nominated for election as League President (subject to the post being vacant) and/or League Vice-President.  Both posts are honorary, for life and non-voting in capacity.  Elections shall take place at the A.G.M.  Candidates to be nominated one month in advance and shall require the support of at least two member clubs and the Management Committee.

9.            TROPHIES & AWARDS

(a)       The following awards shall be made each season:

i)                    League Winner

ii)                  League Runner-up

iii)                Best batsman

iv)                Best bowler

v)                  Roy Smith award for most runs scored

vi)                Roy Smith award for most wickets taken

vii)              Fielding award

viii)            Wicket-keeping award

ix)                Young Player of the Year

x)                  League Player of the Year

Further discretionary awards may be made.

  (b)            Awards qualifications

The batting and bowling averages shall be calculated from the score-sheets submitted.  The minimum qualification requirements that will be applied are as follows:

            (i)            Batting:         6 completed innings & 200 runs

            (ii)            Bowling:         60 overs & 20 wickets

  The wicket-keeping and fielding awards shall be decided from the entries made on the match score-sheets (note: wicketkeepers are excluded from the Fielding Award).  The League Player Of The Year and the Young Player Of The Year shall be selected by the Management Committee.

To qualify for the Young Player Awards, a person must be aged Under 19 on September 1st of the current year.

(c) The League shall offer a trophy for annual competition on a knockout basis.  

(d) All Trophies are the property of the East Lindsey Cricket League and must be returned by 1st October each year.

10.            FIXTURES

(a)               Each team shall play all the others once per season, matches to be played at the weekend and at a venue to be settled by mutual agreement.

(b)               By March 1st, all clubs must notify the League Secretary concerning their season's League fixtures, using the official fixture sheet.

(c)               Cancelled and abandoned matches

(i)                 If a team cancels an agreed match for any reason other than adverse weather conditions, the team at fault will be deducted 10 points for the first offence, 20 points for the second and 30 points for the third. The cancelled match counts as a game played for both teams, with the maximum 20 points awarded to the non-offending team.  For a cancellation of less than 24 hours notice, the offending team will be liable for any expenses (e.g. teas and umpires' match fees) incurred by the other team.

(ii)               If any match cannot be played or completed on the arranged date due to adverse weather conditions, the match may be rearranged.  If, through mutual agreement the match is not rearranged, the game shall be void. However, in the case of an abandoned game, a score sheet must be submitted. This shall be signed by both Captains indicating clearly their intentions with regard to a replay and, where necessary, a provisional agreed date for the replay. All individual performances must be noted as, should the game be voided, such performances will be allowed in the League records.

(iii)           For all rearranged games, The Fixture  Secretary must be informed immediately. The home team must inform the League, in writing, of the agreed date for replaying any rearranged match within 10 days of the date of the original fixture.

              The awarding of points shall all be subject to ratification by the Management Committee.  

(d)           The maximum fee for teas for a visiting team will be £30.

11.            SCORE-SHEETS

a)     Official score-sheets shall be provided at each match by the home team who are also be responsible for submitting the fully completed sheet to the Fixture Secretary by the Wednesday following the match.  The final date for submission of score-sheets is September 24th.

b)     The late return of a scoresheet will result in a fine of £3 being imposed upon the team responsible.

c)      Scoresheets must be completed fully. Care should be taken to enter all player details relating to the match. To ensure correct registration checks can be completed, it is vital that the names of all players in a match are entered on the sheet.

d)     Fully complete score-sheets must be sent to the Fixture Secretary for abandoned matches.

12.           REGISTRATION OF PLAYERS

(a)            General Requirements

(i)                 All registered players must be bona fide members of their respective clubs.  Failure by a club, upon request, to satisfactorily demonstrate bona fide membership of a player shall be penalised.

(ii)               No player may be registered for more than one club during a season, unless a transfer is mutually agreed by the clubs concerned and the League Secretary notified at least seven days before he takes part in a match.  This requirement also applies to 'guest' players.

(iii)             Professional cricketers (or any other persons in receipt of any payment whatsoever, including expenses of any kind) may not play in East Lindsey League matches.

(iv)              A registration must carry the signature of the player concerned.

(b)       Pre-Season Registration

(i)                 Before April 21st a club shall notify the League Secretary of all additions to, and removals from, its list of registered players.

(ii)               Any list (or part of a list) not signed where required by a club official will be returned for completion.

(c)            Registration During Season

(i)                 After April 21st, a club may register a new player at any time during the season by sending a correctly completed and signed official form to the League Secretary. The registration shall become valid upon receipt.  The relevant date shall be that of the postmark. 

(ii)               Any form lacking the signature where required of a responsible official will be returned for completion and an automatic fine of £3 shall be incurred.  However, the registration of the player will be recognised.  

(iii)       Registration on the day of a match:  a registration form shall be completed and signed by both captains and returned with the results sheet. The player must not be registered for any other ELCL Club (see Rule 12 (a) (ii)).

(d)            Registered Player Unavailability

(i)                 If a club finds that it does not have a complete Eleven for a Championship match, it may, within reason, select a maximum of three 'guest' players to complete its side.

(ii)               A ‘guest’ player may only appear once for any team without either formal registration or payment of a guest player fee.

(iii)             The appearance of a 'guest' player in a match shall not count as a registration for the club concerned.

13.            COMPLAINTS & DISCIPLINE

a)     Difficulties or disputes must be referred to the League Secretary immediately.  Written submissions must be signed by a responsible club official with a copy sent, where appropriate, to the League Representative of the other club(s) involved.

b)     All matters of complaint shall be dealt with by the Management Committee, save for those of a disciplinary nature.  All disciplinary matters shall be dealt with by a Disciplinary Sub-Committee, and, on appeal, by the Management Committee, in accordance with the following provisions:

(i)         All disciplinary matters in any way connected with the League or the conduct of matches/tournaments played under the auspices of the League shall be dealt with in accordance with the England & Wales Cricket Board's 'E.C.B. Disciplinary Model Rules' (Appendix A). Such rules shall be deemed to be incorporated within and form part of these Rules.

(ii)        The Disciplinary Sub-Committee provided for in the Disciplinary Rules shall consist of the League Chairman (or in his absence the Vice-Chairman), another committee member and an independent, co-opted person not connected with the complaint.

(iii)       For the purpose of the Disciplinary Rules, the maximum fine imposable upon a player shall be £10 and upon a club £50. The deposit for an appeal shall be £5.

14.           RULES OF PLAY

The Laws of Cricket as laid down by the M.C.C. shall be observed together with the following conditions:

(a)

(i)                 Each side shall bat for 40 overs, unless their innings is completed earlier.  If adverse weather conditions prevent play commencing at the scheduled time, the overs to be played shall be reduced in accordance with the provisions specified in Appendix B.

(ii)               Once play has commenced, any interruptions for whatever reasons shall cause the conditions laid down in Appendix B to be observed.

(iii)             The closure of an innings through declaration is only permitted when the conditions laid down in Appendix B have been met.

(b)               No bowler may bowl more than l0 overs.  Part of an over shall count as a full over insofar as each bowler's limit is concerned.  If an innings consists of fewer than 40 overs, no bowler may bowl more than one-quarter (rounded down) of the total overs to be bowled by his side.

(c)                Matches shall start no later than 2.00 p.m. (from September 1st, 1.00 p.m.).

(d)      (i) The League Umpires' Representative will appoint umpires to all matches wherever possible.

       (ii) The umpires' match expenses are £20 each. If there is only one umpire appointed then he will receive one and half match expenses (£30), divided equally between both teams.  For all Knockout Cup matches the umpires' expenses will be £10 each. If only one umpire is appointed to a Knockout Cup match then he will receive one and half match expenses (£15).  Match expenses are to be paid by the tea interval.

           (iii)  Both captains to mark the umpires on the scoresheet according to the guidelines issued by The Committee.The home captain is to be responsible for sending in the umpires’ report sheet.

       (iv)  Subject to there being no League-appointed umpires, the Captains will arrange umpires for the match.

        (v)Match expenses are to be in line with other leagues that play 40 over per side cricket, prior to commencement of the season. If other leagues make an increase in match expenses of 15% or less, the East Lindsey Cricket League Umpire match expenses will automatically increase in line, prior to the commencement of that season. Any increase greater than 15% must be reviewed by the clubs at an AGM or EGM. Only one increase per 12 months is to be allowed.

                     (vi)  Each team shall provide a competent scorer.

(e)    Each captain shall hand a completed team sheet (ECB format) to the umpire(s) before the start of the game. If no official umpire is appointed, Captains should exchange Official Team Sheets at the time of the toss.

(f)               Each side shall provide their own match-ball to be shown to the opposing captain at the time of tossing-up.  Each side shall also be responsible for the provision of its own spare balls.

15.            POINTS SYSTEM

(a)            Teams' position in the League Table shall be determined by the total number of points gained over the season less any penalties accrued, calculated on a percentage basis. In the case of a tie, position in the League Table shall be determined by the result of the match between the clubs. 

(b)       The side scoring the greater number of runs in a match shall be awarded all ten match points.  However, if, at the close of play, the scores are level, then, irrespective of wickets lost etc., each side shall receive five match points.  

Bonus Points

During a match, up to a maximum ten bonus points (five each for batting and bowling) may be gained by either side in accordance with the system set out below:

            (i)            Batting -        100            runs            =  1pt

                                            120            runs            = 2pts

                                            140            runs            = 3pts

                                             160            runs            = 4pts

                                             180            runs            = 5pts

  (ii)        If the side batting second wins, then they are awarded 1 point for every 2 wickets left standing: so long as the total number of bonus points gained for batting under parts (i) and (ii) together do not equal more than five.

  (iii) Bowling -             2  wickets            = 1pt

                              4  wickets            =2pts

                              6  wickets            = 3pts

                              8  wickets            = 4pts

                              10 wickets            = 5pts

APPENDIX A Disciplinary Procedures

[1]        It shall be a disciplinary offence: -  

(a)       for any player in the course of or in connection with a match to misconduct himself or to act at any time in a manner calculated to prejudice the good name or interests of the League, and,

(b)       for any club to fail to properly control or discipline its players or to act in a manner calculated to prejudice the good name or interests of the League, and the player and/or Club committing an offence shall be liable to penalties in the manner and as described hereafter.

  [2]        For the purposes of these Rules the expression 'The Player’ shall throughout be deemed to mean, and include, not only any player, but also any member or official of any club or if appropriate any other person involved in any incident of possible misconduct occurring on the field of play, or on the premises of the club, as may be appropriate in the particular circumstances.

  [3]        Before any penalty is imposed there shall be a disciplinary hearing before the Disciplinary Sub-Committee of the League. At least 7 days' notice in writing of the hearing and of the offence alleged shall be given to the player, or in the case of a Club, its secretary, in writing. The player or Club shall be entitled to attend the hearing (in the case of a Club, by its secretary or other official), to be represented, legally or otherwise, and to call witnesses.

  [4]        If at the hearing the Disciplinary Subcommittee find the offence alleged proved it shall have the power to impose one of the following penalties:

  (a)       In the case of a player: -

(i)                 expulsion from the League;

(ii)               suspension for one or more matches;

(iii)             a fine of not more than £10;

(iv)             reprimand.

Save that a player may be for the same offence both suspended and fined.

  (b)       In the case of a Club: -

(i)                 expulsion from the League;

(ii)               expulsion from any cup competition of the League;

(iii)             deduction of points in the League;

(iv)             a fine of not more than £50.

Save that a Club for the same offence may be subject to both deduction of points and a fine.

  [5]        A player or Club found by the Disciplinary Subcommittee to have committed an offence or upon whom the Disciplinary Subcommittee has imposed a penalty shall have the right of Appeal to the Appeals Sub-Committee. Notice of Appeal setting out the grounds must be given in writing to the Secretary of the League within 7 days of the decision of the Disciplinary Sub-Committee together with a deposit of £10. Upon giving Notice of Appeal, the penalty shall not take effect pending the hearing of the Appeal.

[6]        The Appeal shall be by way of rehearing. The player or Club shall have the same rights of attendance and representation, and to call witnesses, as they had before the Disciplinary Sub-Committee.

 [7]        The Appeals Sub-Committee may confirm, vary or reverse the decision of the Disciplinary Subcommittee save that it shall not have the power to increase the penalty. The Appeals Subcommittee shall have the power also where they consider the appeal to be without merit to order that the deposit be forfeited.

  [5}         The decision of the Appeals Subcommittee, or, if no appeal, of the Disciplinary Sub-Committee, shall be final and binding.

APPENDIX B  Provisions for Delayed Starts, Interrupted Matches & Declarations

All reasonable attempts must be made to start or recommence a match.

As to whether a ground and conditions are fit for play, the following proviso will be observed:

once the toss has taken place, the Umpires are sole judges of the fitness of the ground, weather and light for play.

The interpretation of the Law is as follows:

In deciding if the ground is fit, play should not be suspended unless conditions are unreasonable or dangerous. The fielders must be able to move about safely within 25-30 yards of the pitch and bowlers must have reasonable footholds. Light precipitation may cause the surface of the ground and the ball to be wet but this should not be sufficient cause for play to be suspended. The ball can be dried and clubs should be in a position to provide sawdust to facilitate better footholds for the bowlers in their delivery strides. Small pools of water on the area immediately around the pitch are sufficient cause for play to be suspended.

Light quality is more difficult to determine. Umpires should consider whether it is unreasonable or dangerous to continue play, weighing up factors such as the pace of the bowler, whether there are sightscreens, the area around the ground, (i.e. trees etc.), and the fact that background light may vary from one end of the pitch to the other.

In addition to the above, the League requires the following:

1. Where matches are played on artificial pitches, the bowlers' footholds should be a prime consideration in wet conditions.

2. Any covers should be placed over the entire pitch and not just four foot in front of the popping crease.

3. Players must avoid confronting umpires when pitch inspections are being carried out.

4. However, umpires should consider consulting any groundsman as to drying conditions.

With regard to Delayed Starts, Interrupted Matches and Declarations, the following shall apply:

(A) Delayed Starts

If the start of play is delayed for 30 minutes or less, then an 80-over (i.e. 40 overs a aide) game shall still commence. However, if the start is delayed for longer than half-an-hour then the game shall be progressively reduced in overs as shown below:

              31 to 39 minutes   = 78-over game

              40 to 48 minutes =  76-over game

              49 to 57 minutes =  74-over game

              58 to 66 minutes =  72-over game

              67 to 75 minutes =  70-over game

              76 to 84 minutes  = 68-over game

              85 to 93 minutes  = 66-over game

              94 to102 minutes =  64-over game

              103 to 111 minutes = 62-over game

              112 to l2O minutes = 60-over game

  e.g. if a match scheduled to begin at 2.30 p.m. starts at 3.30 p.m., then the game is to be one of 36 overs a side

  If the start is delayed by more than 2 hours, then no game shall be played whatsoever.

  (B) Interrupted Matches

  (i)             Where interruptions total 30 minutes or less after a game has commenced, the full game (80 overs or otherwise determined if start delayed) shall be completed.

  (ii)           Where interruptions total more than 30 minutes, play shall cease 5 hours after the scheduled start of play plus 20 overs or one further hour, whichever is the greater e.g. 2.30 p.m. start- last hour or 20 overs to commence at 7.30 p.m. Neither side shall receive more than 40 overs (or the calculated reduced overs per side if the start has also been delayed).

  (iii)         If further interruptions occur in the last hour of play then one over of the minimum 20 overs shall be deducted for every three minutes lost.

  (iv)          The maximum overs per bowler must remain as determined at the start of the match.

  If there is no positive result during an incomplete match, i.e. the team batting second has not received its full quota of overs, still has wickets remaining and has not achieved its target runs, the game shall be deemed 'abandoned'.

  (C) Interrupted Matches: Declarations

  (i)                 The closure of an innings through declaration is only permitted when a match has been interrupted by a total of more than 30 minutes.

(ii)               Once interruptions have totalled more than 30 minutes, the captain of the side batting first may declare the innings closed at anytime; subject to a minimum of three­-quarters of the number of overs in an innings, as determined at the start of the match, having being played (rounded up to the nearest full over). e.g. in a 40-over innings -declaration possible after 30 overs; in a 34-over innings - declaration possible after 26 overs.

(iii)             The side batting second may not declare under any circumstances.

  Appendix C - E.C.B. 'Code of Conduct'

  The E.C.B. is committed to maintaining the highest standards of behaviour and conduct. This Code of Conduct incorporates the Spirit of Cricket, as set out below.

The Captains are responsible at all times for ensuring that play is conducted within the Spirit of Cricket as well as within the Laws.

Players and Team Officials must accept the Umpire's decision at all times. Players must not show dissent at the Umpire's decision or react in a provocative or disapproving manner towards an Umpire at any time.

Players and Officials shall not intimidate, assault or attempt to intimidate or assault an Umpire, another Player or a Spectator.

Players and Team Officials shall not use crude and/or abusive language (known as 'sledging'), make offensive gestures or hand signals nor deliberately distract an opponent.

Players and Team Officials shall not use, or in any way be concerned in the use or distribution of, illegal drugs.

Clubs must take adequate steps to ensure the good behaviour of their members and supporters towards players and umpires.

  The Spirit of Cricket

  Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its Laws, but also within the Spirit of the Game. Any action that is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the Captains.

  1. There are two Laws that place the responsibility for the team's conduct firmly on the Captain.

  Responsibility of Captains

The Captains are responsible at all times for ensuring that play is conducted within the Spirit of the Game as well as within the Laws.

Player's Conduct

In the event of any player failing to comply with the instructions of an Umpire, criticising his decision by word or action, showing dissent, or generally behaving in a manner which might bring the game into disrepute, the Umpire concerned shall in the first place report the matter to the other Umpire and to the Player's Captain, requesting the latter to take action.

  2.  Fair And Unfair Play

According to the Laws, the Umpires are the sole judges of Fair and Unfair Play. The Umpires may intervene at any time and it is the responsibility of the Captain to take action where required.

  3.  The Umpires are authorised to intervene in cases of:

· Time wasting

·     Damaging the pitch

·     Intimidatory bowling

·     Tampering with The ball

· Any other action that they consider unfair

  4.  The Spirit of the Game involves RESPECT for:

· Your opponents

· Your own Captain and team

· The role of the Umpires

· The game's traditional values

  .5. It is against the Spirit of the Game:

·   To dispute an Umpire's decision by word, action or gesture

·   To direct abusive language towards an opponent or Umpire

·   To indulge in cheating or any sharp practice, for instance

(a)                   Appeal knowing the batsman is not out

(b)                   Advance towards an Umpire in an aggressive manner when appealing

(c)                    Seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one's own side

  6.  Violence

There is no place for any act of violence on the field of play.

  7.  Players

Captains and Umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this.

Knockout Trophy Rules

[1]           The competition, to be held annually with all member teams participating, shall be known as the "East Lindsey Cricket League Knock-Out Trophy" and will incorporate the name of its sponsor.

  [2] Knockout Trophy Draw

       (a)    The League shall be zoned into four groups 2 Northern and 2 Southern, determined by the League Management Committee.

       (b)    Each group shall play off on a knock-out basis, byes or preliminary rounds being applied accordingly. With the two Northern group winners meeting in the Northern semi final and the Southern group winners meeting in the Southern semi final. Then the Northern winners and Southern winners meeting in the final.

     (c)      The draw for each of the rounds shall be made at the League Management Committee Meeting following the AGM, setting out opponents and venues together with the specified weeks for the completion of each round. The date for the final shall be fixed at the Management Committee Meeting following the AGM with a reserve date also fixed. The venue for the Final shall be announced once the finalists are known.

  [3] Matches

     (a)    A match shall be played in an evening on a mutually convenient date, within the relevant week, and notified in advance to the League Secretary and the Umpires Appointment Officer.

     (b)     A match shall start no later than 6.30 p.m., by which time if either side is unable to take the field, it shall forfeit the toss.

     (c)   Matches are to be governed by E.L.C.L. Rules with the following provisions:

        Each innings shall be limited to sixteen six ball overs, with no bowler exceeding four overs.

The side which scores most runs shall be the winner.  In the event of a tie, the side which loses fewer wickets shall be declared the winner.

    (d)     In games unfinished owing to adverse weather conditions,  (rain or light), when the first innings is completed, and the side batting second as completed at least half of their allotted overs (eight) then a result can be declared by the following method – the total runs of the side batting first shall be divided by the maximum 16 overs (if all out in less overs total runs still divided by 16 overs)

           For example:- a) Side batting first scores 115 runs in 16  overs the average would be 115 divided by 16 = 7.1875, this means the side batting second would have to score 7.1875 x 8 overs = 57.5 rounded up to 58 + 1 to win = 59 runs.

           For example: - b) if the side batting second had completed 11 overs they would have to score 7.1875 x 11 overs = 79.06 rounded up to 80 + 1 to win = 81

    (e)     If, due to adverse weather conditions, a match cannot be played during the relevant week, then it must be rearranged to take place as soon as possible within seven days of the original fixture date.  Such an occurrence shall not be seen as a reason to delay the completion of the next round. If no result is possible on the night, then a toss of a coin will decide who goes through to the next round, (either by the captains on the night) or (by the League Management Committee with at least 3 members present)

 [4]       Scoresheets

The scoresheet shall be submitted by the home side to reach the League Secretary within 48 hours following the match.  It must incorporate the names of all players and be signed by both captains.

  [5]      Player Qualification

     Only League-registered players may play in the competition.
