Appendix C: ECB Code of Conduct (including The
Spirit of Cricket)
1 TITLE
The League shall be called the East Lindsey Cricket
League and incorporate the name of the main League sponsor.
2 OBJECTIVES
The League exists to promote cricket to the highest
possible standard between member clubs and teams in the district of
Lincolnshire known as East Lindsey and its immediate environs. The League
also aims to assist the development of competitive and social relationships
between members and with clubs from outside the area.

3 MEMBERSHIP
Membership of the League is limited to twenty teams.
Amendment of this limit is only permissible at an Annual General Meeting,
the change requiring a two-thirds majority (rounded down) of clubs in
favour. A club may apply for a second team to be admitted into the League.
Applications for membership of the League must be
received by the League Secretary at least 28 days prior to the A.G.M.
Admissions to the League are only permissible at the A.G.M. and require the
consent of at least two-thirds (rounded down) of clubs.
Member clubs shall agree to abide by all the rules of
the League. A failure to adhere to any part of the League Constitution or
Rules of Play may be penalised as considered appropriate by the League
Management Committee.
A subscription shall be paid by each club to the League
Treasurer in full by May 1st each season at a rate to be declared at the
previous A.G.M.
All clubs must be affiliated to the Lincolnshire County
Cricket Board before the start of the season.
Each club shall purchase the mandatory minimum number
(20) of League Handbooks each season, the price to be declared at the A.G.M.
(£2 each for 2011)

4. OFFICERS
The Officers of the League shall consist of a
Chairman, a Vice-Chairman, a Secretary, a Fixture Secretary and a Treasurer
to be elected at the A.G.M. in accordance with this Constitution.

5.
MANAGEMENT
COMMITTEE
The conduct of the League shall be governed by an
elected Management Committee comprising the Officers of the League plus the
Umpires Appointments Secretary, a first division representative, a second
division representative and one other member, all of who shall be eligible
for re-election without nomination.
All committee members shall serve a two-year term of
office. Every two years, a Chairman and a Vice-Chairman shall be elected.
If there is no candidate for Chairman, or if the Chairman resigns during a
term of office, the serving Vice-Chairman shall automatically become
Chairman and a new Vice-Chairman be elected. All other members of the
Committee shall be elected in the intermediate year.
The Management Committee shall have the power to
co-opt, as deemed appropriate, any person, whether connected to the League
or not, to serve in an advisory role. Any such co-opted person shall not be
entitled to vote.
In addition to the power of authority of this
Constitution, the Management Committee may exercise all powers and authority
and undertake all acts in the furtherance of aims for which the League is
established and are not hereby expressly directed.
The decisions of the Management Committee on all
matters affecting the League in any way are final and binding.
The quorum for a Management Committee meeting shall be
four.

6. ANNUAL
GENERAL MEETING (A.G.M.)
The Annual General Meeting of the League shall be held
by the end of November at the latest. At least fourteen days notice shall
be given, in writing, to all league members accompanied by the Agenda and
all papers and documents relevant to the business to be transacted.

a.
Each club shall send their League Representative to the meeting who
shall act as its voting agent. Members of the Umpires’ Panel may be invited
to the meeting, but shall have no vote.
b.
Attendance at AGMs, EGMs and Captains' Meetings is mandatory, with a
fine of £20 for non attendance.
c.
Each member club shall have one vote at the meeting with the Chairman
having a casting vote. Voting shall be conducted by a show of hands and
shall be carried by a simple majority of the clubs present, unless otherwise
stated in this Constitution.
d.
A club in debt to the League shall not be entitled to vote at an
A.G.M. until the debt has been cleared in full.
e.
The quorum for an A.G.M. shall be 50% (rounded down) of the member
clubs within the League.
f.
No alteration to any part of the Constitution or Rules Of Play shall
be made except at an A.G.M. or E.G.M. convened for the purpose. Written
notice of any proposed amendment(s) must be received by the League Secretary
at least 28 days before the meeting and shall carry the signature of a club
official.
g.
Any other item of business for consideration at the A.G.M. must also
be received by the League Secretary at least 28 days before the meeting and
carry the signature of a club official.
h.
The structure of the League may not be altered without a two-thirds
majority (rounded down) of clubs in favour.
i.
The League's financial year shall be deemed to end on September 30th.

7.
EXTRAORDINARY GENERAL
MEETING (E.G.M.)
The League Secretary shall convene an Extraordinary
General Meeting at the instruction of the Management Committee or at the
written request of four member clubs, each individual club request having
been signed by a responsible official. Only the stated object on the
requests shall be considered at such a meeting otherwise the meeting shall
be conducted in accordance with the provisions laid down for an A.G.M.

8.
HONORARY PRESIDENT &
VICE-PRESIDENTS
Any individual who has given noteworthy and meritorious
service to the League and local cricket over a period of years may be
nominated for election as League President (subject to the post being
vacant) and/or League Vice-President. Both posts are honorary, for life and
non-voting in capacity. Elections shall take place at the A.G.M.
Candidates to be nominated one month in advance and shall require the
support of at least two member clubs and the Management Committee.

(b) Awards qualifications
The batting and bowling averages shall be calculated
from the score-sheets submitted. The minimum qualification requirements
that will be applied are as follows:
(i) Batting: 6 completed
innings & 200 runs
(ii) Bowling: 48 overs & 18
wickets
The wicket-keeping and fielding awards shall be
decided from the entries made on the match score-sheets (note: wicketkeepers
are excluded from the Fielding Award). The League Player Of The Year and
the Young Player Of The Year shall be selected by the Management Committee.
To qualify for the Young Player Awards, a person must
be aged Under 19 on September 1st of the current year.
(c) The League shall offer a trophy for annual
competition on a knockout basis.
(d) All Trophies are the property of the East Lindsey
Cricket League and must be returned by 1st September each year.

10. FIXTURES
a)
League fixtures shall be played on a Sunday during the season.
b)
The League shall consist of two divisions consisting of an equal
number of teams. However, when the whole league has an odd number of teams
in total, the first division shall have the greater number of teams.
c)
The top two teams of division 2 shall be promoted at the end of each
season. The bottom two teams of division 1 shall be relegated at the end of
each season.
d)
New clubs/teams joining the league will enter in to division 2.
e)
Teams will not be relegated from division 1 if a new club(s) joining
the league unbalances the two divisions. The team next to bottom will remain
in the first division if one or two new teams join the league. The bottom
and next to bottom 1st division teams will remain in the 1st division, if
three or four new teams join the league.
f)
The season shall begin on the third Sunday in April and finish on the
last Sunday in September.
g)
Each team shall play all other teams in its own division twice, both
home and away in a season.
h)
The fixtures shall be arranged by the Committee and based on the
agreed calendar. Clubs that have local reasons for avoiding particular dates
(unavailability of ground etc.) shall apply for one or two Sundays to be
excluded from the list before it is prepared.
i)
Once the list is prepared, clubs shall be allowed to request a
further two changes should the indicated opposing team agree. This list to
be circulated at least four weeks before the AGM.
j)
The final list shall be presented at the AGM, at which point there
will be no further appeal except for occasions where exceptional
circumstances may lead to the cancellation of a fixture.
k)
Should a club wish to reverse venue (home/away) for fixtures in a
particular season and this is agreed by the opposition, this can be agreed
before the start of the season. (January 31st deadline). This agreement
shall not affect any subsequent fixture between the teams involved.
l)
Cancelled and abandoned matches
i.
If a team cancels an agreed match for any reason other than adverse
weather conditions, the team at fault will be deducted 10 points for the
first offence, 20 points for the second and 30 points for the third. The
cancelled match counts, statistically, as a game played for both teams, with
the maximum 20 points awarded to the non-offending team. For a cancellation
of less than 24 hours notice, the offending team will be liable for any
expenses (e.g. teas and umpires' match fees) incurred by the other team.
ii.
If any match cannot be played or completed on the arranged date due
to adverse weather conditions, the match may be rearranged. The visiting
captain is entitled to request a meeting at the home ground to confirm the
condition of the pitch. Matches due to take place later in the season that
may become subject to rearrangement due to poor weather conditions may be
played on a Saturday, by mutual agreement, if no Sunday dates are available.
iii.
If, through mutual agreement, the match is not rearranged, the game
shall be void. However, in the case of an abandoned game, a score sheet must
be submitted. This shall be signed by both Captains indicating clearly their
intentions with regard to a replay and, where necessary, a provisional
agreed date for the replay. All individual performances must be noted as,
should the game be voided, such performances will be allowed in the League
records.
iv.
For all rearranged games, The Fixture Secretary must be informed
immediately. The home team must inform the League, in writing, of the agreed
date for replaying any rearranged match within 10 days of the date of the
original fixture.
m)
The awarding of points shall all be subject to ratification by the
Management Committee.
n)
The home side will provide teas for both teams, umpires and scorers.
No charge will be made.

11.
SCORE-SHEETS
a) Official
score-sheets shall be provided at each match by the home team who are also
be responsible for submitting the fully completed sheet to the Fixture
Secretary by the Wednesday following the match. The final date for
submission of score-sheets is the Wednesday following the last possible
fixtures’ date of the season.
b) The late return of a scoresheet will result in a
fine of £3 being imposed upon the team responsible.
c) Scoresheets must be completed fully. Care
should be taken to enter all player details relating to the match. To ensure
correct registration checks can be completed, it is vital that the names of
all players in a match are entered on the sheet.
d) Each captain shall mark each appointed umpire
on the league result sheet, following the guidance for the marking of
umpire’s performance issued at the Captain’s meeting each season. (See
final pages of the Handbook for guidance)
e) Fully complete scoresheets must be sent to the
Fixture Secretary for abandoned matches.

12.
REGISTRATION OF PLAYERS
a)
General Requirements
i.
All registered players must be bona fide members of their respective clubs.
Failure by a club, upon request, to satisfactorily demonstrate bona fide
membership of a player shall be penalised.
ii.
No player may be registered for more than one club during a season,
unless a transfer is mutually agreed by the clubs concerned and the League
Secretary notified at least seven days before he takes part in a match.
This requirement also applies to 'guest' players.
iii.
Where a club has two teams in the League, it is expected that players
from the higher placed team will not play regularly for the second team.
Should the Committee be of the opinion that first team players are being
used to boost the performances of the second team, action will be taken and
penalties applied.
iv.
Each Club in the ELCL shall
be permitted to register one overseas player per season, registration of the
overseas player must be completed by 31 May of each season. An overseas
player is defined as a player not born in the uk and therefore not eligible
to play cricket for England, and who has not resided in the uk for a
continuous period of 2 years prior to the start of the season.
v.
A registration must carry the signature of the player concerned.
b)
Pre-Season Registration
i.
Before April 21st a club shall notify the League Secretary of all additions
to, and removals from, its list of registered players.
ii.
Any list (or part of a list) not signed where required by a club
official will be returned for completion.
c)
Registration During Season
i.
After April 21st, a club may register a new player at any time during the
season by sending a correctly completed and signed official form to the
League Secretary. The registration shall become valid upon receipt. The
relevant date shall be that of the postmark.
ii.
Any form lacking the signature where required of a responsible
official will be returned for completion and an automatic fine of £3 shall
be incurred. However, the registration of the player will be recognised.
iii.
Registration on the day of a match: a registration form shall be
completed and signed by both captains and returned with the results sheet.
The player must not be registered for any other ELCL Club (see Rule 12 (a)
(ii)).
d)
Registered Player Unavailability
i.
If a club finds that it does not have a complete Eleven for a Championship
match, it may, within reason, select a maximum of three 'guest' players to
complete its side.
ii.
A ‘guest’ player may only appear once for any team without either
formal registration or payment of a guest player fee.
iii.
The appearance of a 'guest' player in a match shall not count as a
registration for the club concerned.

13.
COMPLAINTS & DISCIPLINE
a)
Difficulties or disputes must be referred to the League Secretary
immediately. Written submissions must be signed by a responsible club
official with a copy sent, where appropriate, to the League Representative
of the other club(s) involved.
b)
All matters of complaint shall be dealt with by the Management
Committee, save for those of a disciplinary nature. All disciplinary
matters shall be dealt with by a Disciplinary Sub-Committee, and, on appeal,
by the Management Committee, in accordance with the following provisions:
c)
All disciplinary matters in any way connected with the League or the
conduct of matches/tournaments played under the auspices of the League shall
be dealt with in accordance with the England & Wales Cricket Board's 'E.C.B.
Disciplinary Model Rules' (Appendix A). Such rules shall be deemed to be
incorporated within and form part of these Rules.
d)
The Disciplinary Sub-Committee provided for in the Disciplinary Rules
shall consist of the League Chairman (or in his absence the Vice-Chairman),
another committee member and an independent, co-opted person not connected
with the complaint.
e)
For the purpose of the Disciplinary Rules, the maximum fine imposable
upon a player shall be £10 and upon a club £50. The deposit for an appeal
shall be £5.

14. RULES OF PLAY
The Laws of Cricket as laid down by the M.C.C. shall be
observed together with the following conditions:
a)
Each side shall bat for 40 overs, unless their innings is completed
earlier. If adverse weather conditions prevent play commencing at the
scheduled time, the overs to be played shall be reduced in accordance with
the provisions specified in Appendix B.
b)
Once play has commenced, any interruptions for whatever reasons shall
cause the conditions laid down in Appendix B to be observed.
c)
Declarations:
i.
A team batting first may declare at any time after they have reached maximum
batting points. In doing so the batting side’s innings is closed and the
bowling side will automatically receive maximum bowling points.
ii.
The closure of an innings through declaration is also permitted when
the conditions laid down in Appendix B have been met.
d)
No bowler may bowl more than 8 overs. Part of an over shall count as
a full over insofar as each bowler's limit is concerned. If an innings
consists of fewer than 40 overs, no bowler may bowl more than one-fifth
(rounded up) of the total overs to be bowled by his side.
e)
Matches shall start no later than 2.00 p.m. (from September 1st, 1.00
p.m.).
f)
The League Umpires' Representative will appoint umpires to all
matches wherever possible.
g)
The umpires' match expenses are £25 each. If there is only one umpire
appointed then he will receive one and half match expenses (£37.50), divided
equally between both teams. For all Knockout Cup matches the umpires'
expenses will be £12 each. If only one umpire is appointed to a Knockout Cup
match then he will receive one and half match expenses (£18). Match expenses
are to be paid by the tea interval.
h)
Both captains are to mark the umpire(s) performance on the score
sheet in accordance with the guidelines issued by the Executive Committee.
(Rule 11d)
i)
Subject to there being no League-appointed umpires, the Captains will
arrange umpires for the match.
j)
Match expenses are to be in line with other leagues that play 40 over
per side cricket, prior to commencement of the season. If other leagues make
an increase in match expenses of 15% or less, the East Lindsey Cricket
League Umpire match expenses will automatically increase in line, prior to
the commencement of that season. Any increase greater than 15% must be
reviewed by the clubs at an AGM or EGM. Only one increase per 12 months is
to be allowed.
k)
Each team shall provide a competent scorer.
l)
Each captain shall hand a completed team sheet (ECB format) to the
umpire(s) before the start of the game. If no official umpire is appointed,
Captains should exchange Official Team Sheets at the time of the toss.
m)
‘Each side shall provide
their own match ball. This ball shall be a standard ball which the League
Committee shall select for use in all ELCL games. The balls are to be
purchased from the League Treasurer. The Committee will source balls for all
clubs at a discount from our supplier. Balls shall be issued at Captains’
Meeting, along with an invoice for payment within 28 days. Each side shall
be responsible for the provision of its own spare balls.
n)
Any delivery, which passes or would have passed on the full above the
waist of the striker standing upright at the crease, will be called a No
Ball. Law 42. 7 of The Laws of Cricket will then be followed.

15. POINTS SYSTEM
a)
Teams' position in the League Table shall be determined by the total
number of points gained over the season less any penalties accrued,
calculated on a percentage basis. In the case of a tie, position in the
League Table shall be determined by the result of the match between the
clubs.
b)
The side scoring the greater number of runs in a match shall be
awarded all ten match points. However, if, at the close of play, the scores
are level, then, irrespective of wickets lost etc., each side shall receive
five match points.
c)
Bonus Points
d)
During a match, up to a maximum ten bonus points (five each for
batting and bowling) may be gained by either side in accordance with the
system set out below:
i.
Batting - 100 runs = 1pt
120 runs = 2pts
140 runs = 3pts
160 runs = 4pts
180 runs = 5pts
e)
If the side batting second wins, then they are awarded 1 point for
every 2 wickets left standing: so long as the total number of bonus points
gained for batting under parts (i) and (ii) together do not equal more than
five.
ii.
Bowling - 2 wickets = 1pt
4 wickets =2pts
6 wickets = 3pts
8 wickets = 4pts
10 wickets = 5pts

APPENDIX A Disciplinary
Procedures
1. It shall
be a disciplinary offence: -
a)
for any player in the course of or in connection with a match to
misconduct himself or to act at any time in a manner calculated to prejudice
the good name or interests of the League, and,
b)
for any club to fail to properly control or discipline its players or
to act in a manner calculated to prejudice the good name or interests of the
League, and the player and/or Club committing an offence shall be liable to
penalties in the manner and as described hereafter.
2. For the
purposes of these Rules the expression 'The Player’ shall throughout be
deemed to mean, and include, not only any player, but also any member or
official of any club or if appropriate any other person involved in any
incident of possible misconduct occurring on the field of play, or on the
premises of the club, as may be appropriate in the particular circumstances.
3. Before any
penalty is imposed there shall be a disciplinary hearing before the
Disciplinary Sub-Committee of the League. At least 7 days' notice in writing
of the hearing and of the offence alleged shall be given to the player, or
in the case of a Club, its secretary, in writing. The player or Club shall
be entitled to attend the hearing (in the case of a Club, by its secretary
or other official), to be represented, legally or otherwise, and to call
witnesses.
4. If at the
hearing the Disciplinary Subcommittee find the offence alleged proved it
shall have the power to impose one of the following penalties:
a)
In the case of a player: -
i) expulsion
from the League;
ii)
suspension for one or more matches;
iii) a fine of
not more than £10;
iv) reprimand.
Save that a player may be for the same offence both
suspended and fined.
b)
In the case of a Club: -
i) expulsion
from the League;
ii) expulsion
from any cup competition of the League;
iii) deduction
of points in the League;
iv) a fine of
not more than £50.
Save that a Club for the same offence may be subject to
both deduction of points and a fine.
5. A player
or Club found by the Disciplinary Subcommittee to have committed an offence
or upon whom the Disciplinary Subcommittee has imposed a penalty shall have
the right of Appeal to the Appeals Sub-Committee. Notice of Appeal setting
out the grounds must be given in writing to the Secretary of the League
within 7 days of the decision of the Disciplinary Sub-Committee together
with a deposit of £10. Upon giving Notice of Appeal, the penalty shall not
take effect pending the hearing of the Appeal.
6. The Appeal
shall be by way of rehearing. The player or Club shall have the same rights
of attendance and representation, and to call witnesses, as they had before
the Disciplinary Sub-Committee.
7. The
Appeals Sub-Committee may confirm, vary or reverse the decision of the
Disciplinary Subcommittee save that it shall not have the power to increase
the penalty. The Appeals Subcommittee shall have the power also where they
consider the appeal to be without merit to order that the deposit be
forfeited.
8. The
decision of the Appeals Subcommittee, or, if no appeal, of the Disciplinary
Sub-Committee, shall be final and binding.

APPENDIX B Provisions for
Delayed Starts, Interrupted Matches & Declarations
All reasonable attempts must be made to start or
recommence a match.
As to whether a ground and conditions are fit for play,
the following proviso will be observed:
once the toss has taken place, the Umpires are sole
judges of the fitness of the ground, weather and light for play.
The interpretation of the Law is as follows:
In deciding if the ground is fit, play should not be
suspended unless conditions are unreasonable or dangerous. The fielders must
be able to move about safely within 25-30 yards of the pitch and bowlers
must have reasonable footholds. Light precipitation may cause the surface of
the ground and the ball to be wet but this should not be sufficient cause
for play to be suspended. The ball can be dried and clubs should be in a
position to provide sawdust to facilitate better footholds for the bowlers
in their delivery strides. Small pools of water on the area immediately
around the pitch are sufficient cause for play to be suspended.
Light quality is more difficult to determine. Umpires
should consider whether it is unreasonable or dangerous to continue play,
weighing up factors such as the pace of the bowler, whether there are
sightscreens, the area around the ground, (i.e. trees etc.), and the fact
that background light may vary from one end of the pitch to the other.
In addition to the above, the League requires the
following:
i.
Where matches are played on artificial pitches, the bowlers'
footholds should be a prime consideration in wet conditions.
ii.
Any covers should be placed over the entire pitch and not just four
foot in front of the popping crease.
iii.
Players must avoid confronting umpires when pitch inspections are
being carried out.
iv.
However, umpires should consider consulting any groundsman as to
drying conditions.
With regard to Delayed Starts, Interrupted Matches and
Declarations, the following shall apply:
Delayed Starts
If the start of play is delayed for 30 minutes or less,
then an 80-over (i.e. 40 overs a side) game shall still commence. However,
if the start is delayed for longer than half-an-hour then the game shall be
progressively reduced in overs as shown below:

minutes = 78-over game
40 to 48
minutes = 76-over game
49 to 57
minutes = 74-over game
58 to 66
minutes = 72-over game
67 to 75
minutes = 70-over game
76 to 84
minutes = 68-over game
85 to 93
minutes = 66-over game

e.g. if a match scheduled to begin at 2.30 p.m.
starts at 3.30 p.m., then the game is to be one of 36 overs a side
If the start is delayed by more than 2 hours, then
no game shall be played whatsoever.
Interrupted Matches
Where interruptions total 30 minutes or less after a
game has commenced, the full game (80 overs or otherwise determined if start
delayed) shall be completed.
Where interruptions total more than 30 minutes, play
shall cease 5 hours after the scheduled start of play plus 20 overs or one
further hour, whichever is the greater e.g. 2.30 p.m. start- last hour or 20
overs to commence at 7.30 p.m. Neither side shall receive more than 40 overs
(or the calculated reduced overs per side if the start has also been
delayed).
If further interruptions occur in the last hour of play
then one over of the minimum 20 overs shall be deducted for every three
minutes lost.
The maximum overs per bowler must remain as determined
at the start of the match.
If there is no positive result during an incomplete
match, i.e. the team batting second has not received its full quota of overs,
still has wickets remaining and has not achieved its target runs, the game
shall be deemed 'abandoned'.
Interrupted Matches: Declarations
The closure of an innings through declaration is only
permitted when a match has been interrupted by a total of more than 30
minutes.
Once interruptions have totalled more than 30 minutes,
the captain of the side batting first may declare the innings closed at
anytime; subject to a minimum of three-quarters of the number of overs in
an innings, as determined at the start of the match, having being played
(rounded up to the nearest full over). e.g. in a 40-over innings
-declaration possible after 30 overs; in a 34-over innings - declaration
possible after 26 overs. The proviso in rule 14c concerning runs scored does
not need to be applied.
The side batting second may not declare under any
circumstances.

Appendix C - E.C.B. 'Code
of Conduct'
The E.C.B. is committed to maintaining the highest
standards of behaviour and conduct. This Code of Conduct incorporates the
Spirit of Cricket, as set out below.
a.
The Captains are responsible at all times for ensuring that play is
conducted within the Spirit of Cricket as well as within the Laws.
b.
Players and Team Officials must accept the Umpire's decision at all
times. Players must not show dissent at the Umpire's decision or react in a
provocative or disapproving manner towards an Umpire at any time.
c.
Players and Officials shall not intimidate, assault or attempt to
intimidate or assault an Umpire, another Player or a Spectator.
d.
Players and Team Officials shall not use crude and/or abusive
language (known as 'sledging'), make offensive gestures or hand signals nor
deliberately distract an opponent.
e.
Players and Team Officials shall not use, or in any way be concerned
in the use or distribution of, illegal drugs.
f.
Clubs must take adequate steps to ensure the good behaviour of their
members and supporters towards players and umpires.
The Spirit of Cricket
Cricket is a game that owes much of its unique appeal
to the fact that it should be played not only within its Laws, but also
within the Spirit of the Game. Any action that is seen to abuse this spirit
causes injury to the game itself. The major responsibility for ensuring the
spirit of fair play rests with the Captains.
There are two Laws that place the responsibility for
the team's conduct firmly on the Captain.
1.
Responsibility of Captains
The Captains are responsible
at all times for ensuring that play is conducted within the Spirit of the
Game as well as within the Laws.
2.
Player's Conduct
In the event of any player
failing to comply with the instructions of an Umpire, criticising his
decision by word or action, showing dissent, or generally behaving in a
manner which might bring the game into disrepute, the Umpire concerned shall
in the first place report the matter to the other Umpire and to the Player's
Captain, requesting the latter to take action.
Fair And Unfair Play
According to the Laws, the Umpires are the sole judges
of Fair and Unfair Play. The Umpires may intervene at any time and it is the
responsibility of the Captain to take action where required.
The Umpires are authorised to intervene in cases of:
i) Time
wasting
ii) Damaging
the pitch
iii)
Intimidatory bowling
iv) Tampering
with the ball
v) Any other
action that they consider unfair
The Spirit of the Game
involves RESPECT for:
a) Your
opponents
b) Your own
Captain and team
c) The role
of the Umpires
d) The game's
traditional values
It is against the Spirit of
the Game:
a. To dispute
an Umpire's decision by word, action or gesture
b. To direct
abusive language towards an opponent or Umpire
c. To indulge
in cheating or any sharp practice, for instance
i.
Appeal knowing the batsman is not out
ii.
Advance towards an Umpire in an aggressive manner when appealing
iii.
Seek to distract an opponent either verbally or by harassment with
persistent clapping or unnecessary noise under the guise of enthusiasm and
motivation of one's own side
Violence
There is no place for any act of violence on the field
of play.
Players, Captains and Umpires together set the tone for
the conduct of a cricket match. Every player is expected to make an
important contribution to this.

KnockOut Trophy Rules
Division 1
1. The
competition, to be held annually with all Division 1 teams eligible to
participate, shall be known as the “East Lindsey Cricket League T20 Trophy”
and will incorporate the name of its sponsor.
2. Knockout
Trophy Draw
a. The teams
shall be placed in groups, zoned geographically.
b. Each group
shall consist of an equal number of teams, where possible.
3. Within
each group all teams shall play each other once. Unless there are only two
teams in the zone, in which case they will play each other home and away.
4. The draw
for home or away will be made at The AGM.
5. The
winners of each group and the highest placed team coming second in the zone
groups (decided by ‘net run rate’) will progress to finals days where two
semi-finals and the final will be played.
6. Finals
day will be the second Sunday in July.
7. Matches
a. Fixtures
will be set by the Fixture Secretary to be played during the weeks set by
the Committee.
b. Matches
shall start no later than 6.30 pm, by which time if either side is unable to
take the field they will forfeit the toss.
c. Matches
will be governed by ELCL rules with the following provisos:
i. Each
innings shall be limited to 20 six ball overs, with no bowler bowling more
than 4 overs.
ii. The side
which scores the most runs shall be the winner. In the event of a tie the
side which loses the least number of wickets shall be the winner. Should
these also be equal the teams will share the points.
iii. If a
match is affected by adverse weather, subject to the side batting second
having faced half their allotted overs, the outcome will be decided on net
run rate.
iv. If a match
cannot be played due to adverse weather then it must be rearranged to be
played within one week of the original date, at which point the T20 Fixture
Secretary must be informed.
v. If a
match cannot be played/rearranged it will be deemed abandoned and the points
scored will be as below. Unless a team forfeits the match, in which case it
counts as a win to the opposition.
8. Points
System
a. A winning
team shall receive 4 points
b. A losing
team shall not receive any points
c. For tied
or abandoned games each team shall receive 2 points
9. Umpires
League umpires shall be
appointed for all games and shall receive match fees of £10 each (for two
standing umpires) or £15 when he/she stands alone.
10. Leg Side
Wides
Any delivery which passes
the batsman down the leg side, shall be called a wide
11. No Balls
Any delivery which passes or
would have passed the batsman above the waist in his normal standing
position, shall be called a no ball.
12. Penalties
for poor over rate shall be applied as follows:
a. If, in the
opinion of the umpire(s), the bowling side is not making sufficient progress
to complete their overs in 75 minutes, they must initially warn the
offending captain.
b. Should a
team fail to complete its innings within 75 minutes due to a slow over rate,
the offending team shall be penalised by the deduction of overs from their
allocated twenty at a rate of 1 over per 4 minutes or part thereof.
c. Umpire(s)
will make allowances for mitigating circumstances.
13. Incoming
batsmen must cross with the outgoing batsman on the field of play. Should a
batsman fail to do so, the batting side will be deducted 4 runs.
14.
Scoresheets
A fully completed scoresheet
shall be submitted by the home side to the Fixture Secretary within 24 hours
following the match. It must incorporate the names of all the players and be
signed by both captains.
15. Player
Qualification
Only league registered
players may play in the competition.
16. Finals Day
i.
Finals Day will be held at a venue to be arranged by the Committee.
ii.
Matches will be played on a knockout basis.
iii.
The semi-final teams’ playing order will be arranged with the highest
second placed team from the zone groups seeded to avoid the first placed
team from their zone. The opponents, winners from the other zones, will be
allocated randomly.
iv.
The format will be as follows:-
Semi Final 1 : 10.45 –
13.30
Semi Final 2 :14.00 –
16.45
Final :
17.20 – 20.20
v.
In the event of a tie, each side shall nominate 2 batsmen and 1
bowler to compete in a ‘super over’ competition to decide the winner.
17. Penalties

there be more than 8 teams in Division 2, the above rules for the Division 1
KO will be followed, with finals day taking place on the 3rd Sunday in July.
21. Should
there be 8 teams, or less, in Division 2, the Division 2 Knockout will be
arranged as a series of 40 overs per side matches to take place on the
Sundays following the agreed end of the League fixtures, with the teams
split regionally into two zones with 4 teams in each zone, if possible.
22. Each team
will play the others in the zone once and the winning team in each group
will meet in a final to be played on the agreed Sunday in September, to be
determined once the number of teams entering has been finalised.
23. The
allocation of points will be as per the above rules.
24. Matches
will be played under the ELCL League rules for 40 over games.
For the season 2011, The
Committee reserves the right to amend any of the above, should it be
necessary.
